The XXI World Congress of Registration Law took place in Colombia in the city of Cartagena de Indias in May 2018, with more than 755 attendees from different countries around the world.
The event, organized by the International Registry Law Center (Cinder) and the Superintendency of Notaries and Registry of Colombia, brought together 24 professional speakers in Real Estate Law, Private Law, Economics and Philosophy, from countries such as Germany, Australia, Canada, Spain, Finland and Italy, which were responsible for developing the agenda that was aimed at deepening issues related to the registration of real estate property, directly related to the construction of peace.
For the first time, Colombia hosted the most important Registration Congress in the world. The main objective of the event that took place in the city of Cartagena de Indias was to promote the acquisition and implementation of tools for technological use that would make it possible to advance in registry matters such as: property protection, revaluation, identification of properties and the execution of projects.
This academic space was also a sharing of "good practices" with the firm intention that countries work for a unified record, which helps to identify the poverty and inequality ranges in the world, which enable the generation of policies that result in the welfare of the less favored populations and that avoid situations, such as the dispossession of land lived by the peasants in Colombia, be repeated in any territory.
One of the main messages left by the Secretary General of the International Registration Law Center (Cinder), Nicolás Nogueroles to those attending the Congress was the "need for states to have clear ideas about the registration activity, because citizens deserve exact answers and very useful. The function of the registry is to grant an absolute title and offer legal security. The registry is the 'lawyer of the poor' and the instrument that allows the legalization of property. "
Colombia, as the venue for the 2018 World Registration Law Congress, was ratified as one of the countries that is making significant progress in its internal transformation process, consolidating strategic alliances that drive public policies, in terms of land tenure and legalization.
The reorganization of property in peace processes, the resolution of land conflicts, the restitution of land, the rights of indigenous communities, the collaboration between registers and cadastres, new technologies, private and public management, security legal framework and the sustainable development objectives of the United Nations, were fundamental issues in the development of the agenda of the XXI version of the World Congress of Registration Law.
Over the course of 46 years, the Ipra-Cinder congresses have contributed to the connection of minds in the construction of an ideal future, a better future in terms of real estate property registration. In this scenario, new ideas and different approaches were presented, inspired by the participants, who shared information about best practices, but also about the challenges and threats that arise and should be avoided.
In this sense, version number 21 of the world event, expanded the academic and professional perspectives of those entities and people dedicated to the registry activity. Providing tools to guide them through the strategic decision making process in the field of real estate registration.
